Xenon headlights have a ballast to ignite the high voltage xenon lights when they turn on that can remain energized even if the lights are turned off. Be sure to disconnect the headlight assembly or battery before attempting to replace it. If your X3 has a HID headlight burnt out, it could be a burnt out bulb or failed headlight ballast.

Step 1 – Remove the old headlight bulb. Open the hood of your car by pulling on the hood release lever by the driver's side kick panel. If you look at the back of your headlights, you should see a black cover with a tab on the top. Push in the tab and release the cover. Set the cover aside for now.
High Beams should be 12/6. Low Beams will work on 12/6 or 3/9. Low Beams is hard to tell exactly what the clocking is (orientation and direction of the bulb) because you can’t see the bulb. Try them the way they are as they are shipped. If something doesn’t seem right, adjust the dial 45 degrees and then try again.

Check the GROUND Wires (Brown). Click on ANY BLUE component ID#, including Connectors or Grounds, to see "Installation Location" diagram -- WHERE that component or connector is located. Use a Multimeter to check for 12V+ (B+) at power supply, and continuity to ground at ground pins (Brown wires).
